Yes! (If you're even THINKING that it's time for a change, it probably is). And the great thing is that even if you don't like it, it will grow back. Perhaps do the cut first, before the colour, or vice versa -- all at once, it might be a bit of a shock. Depending on where your colour is at the moment, highlighted blonde might be a bit drastic (but then that comes from someone who's been gradually weaning herself off blonde highlights over the winter).
